  • Facilitating center for ICT sector’s Research & Innovation in Digital Communications for sustainable development.
  • Provide ICT Consultant services that can be advised on the design, structure, and efficiency of ICT systems applicable in organizations or specific projects and produce business needs assessments and develop information systems solutions that meet the objectives of the organization or project


To produce highly competent professionals who are well versed in the various fields of communications & able to solve any problem & need in the environment, to meet the needs of this sector, and to adapt the world.


  • Impart quality Induction Training and Management Development Program for holistic development and grooming of Officer Trainees as telecom management professionals.
  • Professional Development of Domestic and International Participants to keep pace with evolving ecosystem through Training, Seminars, Workshops, Conferences, etc.
  • Prepare DoT Officers for challenges of higher responsibilities and Technical & Managerial skills upgradation through Mid-Career Training Programs
  • Undertake Researches in collaboration with the industry, academia entities and other experts to solve the ICT gaps in the industry.
  • To provide a Knowledge Repository on standards, training resources, policy papers, awareness material, etc. pertaining to Digital Communications.
  • Partner with academia and industry for facilitating Research and Innovation.
  • To contribute to telecom skill building initiatives of Govt. of Somalia
